Gülhane used to be one of the "Has Bahçes" (imperial gardens) of the Topkapi Palace. Large trees, roses, tulips, and a thousand flowers adorned this garden.

In 1839, Gülhane was where Mustafa Reşit Pasha read the Tanzimat Firman (Reform Edict). Later, it fell into neglect; the trees in the park were cut down after the sultans moved to the Dolmabahçe Palace, and the construction of the Berlin-Baghdad railway, which passed through Sarayburnu, led to the destruction of the pavilions. The area lost its former significance.
Today, Gülhane Park has been presented to the public as the most well-maintained and largest park on the European side of Istanbul.
